ANKARA, Turkey (AP) ? Turkey will take retaliatory steps against Syria for the downing of a Turkish military jet, President Abdullah Gul said Saturday, even as he suggested that the aircraft may have unintentionally violated Syrian airspace.
It was not clear if Gul was suggesting military retaliation, increased sanctions against Syria or other possible steps, including demands for an apology, and his aide would not comment on his words. But Faruk Celik, Turkey's Labor and Social Security Minister, said Turkey would retaliate "either in the diplomatic field or give other types of response."
"Even if we assume that there was a violation of Syria's airspace ? though the situation is still not clear ? the Syrian response cannot be to bring down the plane," Celik told reporters.
"The incident is unacceptable," he said. "Turkey cannot endure it in silence."
Syria said Friday its forces had shot down a Turkish military plane that entered its air space. The plane, an unarmed F-4, went down in the Mediterranean Sea about 8 miles (13 kilometers) from the Syrian town of Latakia, Turkey said.
The incident further escalated tensions between Syria and NATO-member Turkey. The two neighbors used to be allies before the Syrian revolt began in March 2011, but Turkey has become one of the strongest critics of the Syrian regime's brutal response to the country's uprising and is playing host to civilian and military Syrian opposition groups.
Foreign Minister Ahmet Davuoglu chaired a meeting Saturday with military officials during which they discussed possible steps and a search and rescue mission for the two missing pilots, the Foreign Ministry said.
Deputy Prime Minister Bulent Arinc insisted the plane was not a fighter jet but a reconnaissance plane and said Turkey was awaiting an explanation from Syria.
The president said Turkey was still trying to establish the exact circumstances of the incident, but said it was "routine" for jets flying in high-speeds to violate other countries' air spaces for short periods of time.
"These incidents are routine," Gul said. "They are incidents that are not ill-intentioned and happen because of the speeds (of the jets)."
"Was that the case, or did (the incident) occur in our own air space, these facts will emerge," he said. "No one should have any doubt that whatever (action) is necessary will be taken."
Gul did not elaborate. But Turkey said after an April border shooting incident ? in which two people inside a Turkish refugee camp died? that it would call on its NATO allies to intervene should it feel its security was being threatened.
Syrian coast guards joined Turkish coast guards in their search for the jet's two missing crew members for a second day Saturday, Arinc, the deputy prime minister said. Gul said earlier that some pieces of the wreckage had been found.
Late Friday, Syria's state-run news agency, SANA, said the military had spotted an "unidentified aerial target" flying at low altitude and high speed.
"The Syrian anti-air defenses counteracted with anti-aircraft artillery, hitting it directly," SANA said. "The target turned out to be a Turkish military plane that entered Syrian airspace and was dealt with according to laws observed in such cases."
Syria claimed the jet violated its air space over territorial waters, penetrating about 1 kilometer (0.62 mile). It said Syrian forces only realized that it was a Turkish jet after firing.
On Saturday, top-selling the banner headline of Turkish newspaper Hurriyet accused Syria of "Playing with Fire," while Vatan newspaper said Syria would "pay the price" for the attack.
Arinc and other government ministers however, urged restraint.
"We must remain calm and collected," he said. "We must not give premium to any provocative speeches and acts."
The leader of Turkey's main opposition party, Kemal Kilicdaroglu, said the downing of the plane was unacceptable but also urged calm.
"All diplomatic channels must be kept open. We are expecting a coolheaded assessment of the incident," he added.

In Maryland, students posed as their vice principal's twin 9-year-old daughters on pedophile websites, saying they had been having sex with their father and were looking for a new partner. Elsewhere, students have logged on to neo-Nazi and white supremacist sites claiming to be a Jewish or minority teacher and inciting the groups' anger. Others have stolen photographs from teachers' cellphones and posted them online.

"The ways they provoke teachers are limited only by their imaginations," said lawyer Parry Aftab, who described the above cases as just a few of the hundreds she's handled.
Compared with those, what happened to Klein in Greece, N.Y., a suburb of Rochester, was mild, Aftab said.
Students poked the bus monitor with a textbook, called her a barrage of obscenities and threatened to urinate on her front door, among other callous insults. One student taunted: "You don't have a family because they all killed themselves because they don't want to be near you."
Klein's oldest son killed himself 10 years ago.
Eventually, she appears to break down in tears. A cellphone video of the incident posted on YouTube went viral.
There is no data collected on how often students bully and harass teachers and other school authorities.
The most recent school safety report from the National Center for Education Statistics, the data branch of the U.S. Department of Education, found that 5 percent of public schools reported students verbally abused teachers on a daily or weekly basis. Also, 8 percent of secondary school teachers reported being threatened with injury by a student, as did 7 percent of elementary teachers.
"Is what we saw in this video occurring with many children every day with adults? No," said Ken Trump, president of the National School Safety and Security Services, a Cleveland-based consulting firm. "One incident is one too many, but we certainly have a problem where the authority of educators and school support personnel has been undermined."
Certainly, students harassing teachers isn't new.
John Ristow remembers an incident from his early days as a teacher's assistant in Alpena, Mich. A student in the class was upset that he was singled out by the lead teacher for disrupting other students who were trying to study. When Ristow passed him in the hall later that day, the middle school student lashed out.
"It was very nasty swear words that were extremely demeaning to my character," said Ristow, who now is head of communications for the Broward Teachers Union in Florida.
Ristow held out his hand and said, "Stop."
A security officer came by and asked if Ristow wanted her to take the boy to the principal's office. He said no, deciding to resolve the issue directly with the teacher and student instead. He brought both of them together, they discussed how inappropriate the behavior was and told the student he would face a suspension if it happened again.
"It never happened again," Ristow said.
That was in the late 1980s.
Two decades later, students are equipped with cellphones with video cameras and a plethora of apps that allow them easily to share information among each other and post online.
One of the new ways that students are harassing teachers has become known as "cyberbaiting." Students irritate a teacher to the point that the teacher breaks down; that reaction then is captured in photos or video to post online. A Norton Online Family Report published last year found that 21 percent of teachers had experienced or knew another teacher who had experienced "cyberbaiting."
Then there are cases of students who have created websites and blogs against teachers and administrators.
In South Florida, one student created a Facebook group page called, "Ms. Sarah Phelps is the worst teacher I've ever met!" The student encouraged others to "express your feelings of hatred."
The student, Katherine Evans, took the page down but was suspended for three days and removed from her Advanced Placement classes. She later was represented by the American Civil Liberties Union in a lawsuit against the principal of the Pembroke Pines Charter High School, arguing that her right to freedom of speech had been violated. She settled for $15,000 to cover her legal fees and her suspension was wiped from her record.
Aftab said such an outcome is not uncommon. Unless the incident occurs on school grounds, during school hours, at a school sponsored event or on school equipment, the district generally does not have jurisdiction to expel or suspend a student, although some courts around the country have ruled differently.
Courts "tend to side more with the students unless you can show dramatic problems," Aftab said.
Phelps, in her first public comments since the 2007 incident, said while kids make mistakes, it's the responsibility of adults to turn them into teachable moments.
"We need to redefine and expand our definitions of bullying, particularly techno-spread bullying devoid of personal accountability and disseminated under the guise of free speech," Phelps said in a written statement Friday.
District administrators in New York plan to pursue disciplinary actions against all four students who taunted Klein, though police say she does not want them to face criminal charges, partially because of the onslaught of public criticism and even threats they've endured since the video went online.
A fund started for Klein has raised more than $500,000.
School safety experts and administrators say they hope the incident will encourage parents to sit down and speak with their children about the damaging effects of all bullying, and that school officials will reinforce bullying prevention, not just among students, but also aimed at teachers and adults.
"The schools can have consequences," Trump said, pointing to counseling and disciplinary action. The bigger question, he said, is why a student would treat a bus monitor in a way they would not treat their own grandmother. "And that goes far beyond what a school can deal with."

Deb Thompson's Monday trip to a Coon Rapids, Minn., Goodwill store, netted her a $4 pair of jeans ... with a diamond ring inside worth over $6,000.
Ironically, she picked out that particular pair because her daughter liked the "bling" - fake diamonds - on some of the embroidery. Little did she know.
"I took the ring out of my pocket and sat on the floor with my daughter and her fiancé. I put my arm out in the center, and I opened it in my palm and we all just went, 'Wow. Oh my God," Thompson recalled to ABC News.
All Thompson could think was, "Oh geez, somebody lost their ring. The husband or fiancé must be out there saying, 'You're not getting another one!'"
When she first found the ring, Thompson contacted her local ABC affiliate in an attempt to find the owner. She then had the thing appraised.
Not only was the diamond ring real, it was worth $6,500.
Now Thompson, of Ham Lake, Minn., is reaching out via Facebook and working with Goodwill to try to find the engagement ring's original owner.
Sadly/amusingly, seven people have come forward.
Thompson is leaving the background-checking up to Goodwill. She did, however, have a very specific way she'd like the scenario to end.
"This is how I see this whole story ending: Somebody comes forward, says they lost the ring, says they're insured and have the papers to prove it."
"That's how I'm hoping this ends. Only time will tell."

SELFOSS, Iceland ? One of the biggest mysteries in volcanology may finally have a solution. An eruption long thought to have gone off in the year 1258, spreading cooling sulfur particles around the globe, happened the year before in Indonesia, scientists report.
Until now, researchers have known a big volcano went off somewhere in the world around that time, but they didn?t know exactly where or when.
The new report still remains something of a mystery. Franck Lavigne, a geoscientist at Panth?on-Sorbonne University's Laboratory of Physical Geography in Meudon, France, showed data and close-up photographs of the remains of the perpetrator volcano on June 14 at an American Geophysical Union conference on volcanism and the atmosphere. But he declined to name the specific volcano, saying he had agreed with his international colleagues not to identify it until the work is published in a peer-reviewed journal.
?We have new and solid evidence for the biggest volcanic eruption in 7,000 years,? Lavigne said.
Consensus in the meeting hallways was that he showed pictures of Indonesia. Lavigne would say only that Indonesia has more than 130 active volcanoes.
Scientists know a big eruption must have happened in the mid-13th century because ice cores from Greenland and Antarctica dating to that time contain huge amounts of sulfur. Tree rings, historical records and other evidence also show that the planet cooled soon thereafter. Big volcanic eruptions can spew sulfur particles into the upper atmosphere, where they spread around the globe and reflect sunlight, temporarily chilling the planet.
Leading candidates for the 1258 eruption have included Mexico?s El Chich?n, which also erupted in 1982, and Quilotoa in the Ecuadorean Andes. But the chemical composition of rocks from those volcanoes, among other factors, don?t really match the 1258 sulfur from ice cores.
At the meeting, Lavigne showed geochemical analyses of rocks from his mystery volcano. They matched the chemistry of the polar sulfur almost perfectly. The rocks come from a caldera, the collapsed remains left behind after a large volcanic eruption drains an underground magma chamber.
Newly unearthed historical records and other evidence show that climate changes were already happening in the region by the winter of 1257-1258, Lavigne said. ?We think the eruption may have been in the late spring or summer of 1257,? he said. That?s nearly a year earlier than previously thought.
Computer simulations suggest the eruption sent pumice flying into the air more than 40 kilometers high, showering debris for tens of kilometers around. The eruption would have ranked a 7 on the volcanic explosivity scale that measures an eruption?s magnitude. That scale tops out at 8.
Still, volcanologists have spent decades looking for the source of the 1257/1258 eruption. It?s not yet clear whether Lavigne will be able to marshal enough evidence to convince everyone else.

UC Santa Barbara scientists have, for the first time, used genetic engineering and molecular evolution to develop the enzymatic synthesis of a semiconductor.
"In the realm of human technologies it would be a new method, but it's an ancient approach in nature," said Lukmaan Bawazer, first author of the paper, "Evolutionary selection of enzymatically synthesized semiconductors from biomimetic mineralization vesicles," published in the Proceedings of the National Academy of Sciences. Bawazer, who was a Ph.D. student at the time, wrote the paper with co-authors at UCSB's Interdepartmental Graduate Program in Biomolecular Science and Engineering; Institute for Collaborative Biotechnologies; California NanoSystems Institute and Materials Research Laboratory; and Department of Molecular, Cellular and Developmental Biology. Daniel Morse, UCSB professor emeritus of biochemistry of molecular genetics, directed the research.
Using silicateins, proteins responsible for the formation of silica skeletons in marine sponges, the researchers were able to generate new mineral architectures by directing the evolution of these enzymes. Silicateins, which are genetically encoded, serve as templates for the silica skeletons and control their mineralization, thus participating in similar types of processes by which animal and human bones are formed. Silica, also known as silicon, is the primary material in most commercially manufactured semiconductors.
In this study, polystyrene microbeads coated with specific silicateins were put through a mineralization reaction by incubating the beads in a water-in-oil emulsion that contained chemical precursors for mineralization: metals of either silicon or titanium dissolved in the oil or water phase of the emulsion. As the silicateins reacted with the dissolved metals, they precipitated them, integrating the metals into the resulting structure and forming nanoparticles of silicon dioxide or titanium dioxide.
With the creation of a silicatein gene pool, through what Bawazer only somewhat euphemistically calls "molecular sex" the combination and recombination of various silicatein genetic materials the scientists were able to create a multitude of silicateins, and then select for the ones with desired properties.
"This genetic population was exposed to two environmental pressures that shaped the selected minerals: The silicateins needed to make (that is, mineralize) materials directly on the surface of the beads, and then the mineral structures needed to be amenable to physical disruption to expose the encoding genes," said Bawazer. The beads that exhibited mineralization were sorted from the ones that didn't, and then fractured to release the genetic information they contained, which could either be studied, or evolved further.
The process yielded forms of silicatein not available in nature, that behaved differently in the formation of mineral structures. For example, some silicateins self-assembled into sheets and made dispersed mineral nanoparticles, as opposed to more typical agglomerated particles formed by natural silicateins. In some cases, crystalline materials were also formed, demonstrating a crystal-forming ability that was acquired through directed evolution, said Bawazer.
Because silicateins are enzymes, said Bawazer, with relatively long amino acid chains that can fold into precise shapes, there is the potential for more functionality than would be possible using shorter biopolymers or more traditional synthetic approaches. In addition, the process could potentially work with a variety of metals, to evolve different types of materials. By changing the laboratory-controlled environments in which directed evolution occurs, it will be possible to evolve materials with specific capacities, like high performance in an evolved solar cell, for example.
"Here we've demonstrated the evolution of material structure; I'd like to take it a step further and evolve material performance in a functional device," said Bawazer.

CityMaps, the social mapping company fresh off its $2.5 million Series A, is rolling out a big update today which not only brings the service to a fourth city (Boston), but also introduces a recommendations feature it calls "Featured Maps." A bitter Democratic primary battle between two sitting members of Congress from New Jersey went to court Monday, nine hours before polls open.
Rep. Bill Pascrell (D-Paterson) went to Passaic County Superior Court, seeking to overturn the impoundment of 2,000 vote-by-mail ballots, sought by Rep. Steve Rothman (D-Englewood). Pascrell and Rothman, both eight-term congressmen, are battling to represent a new district created by New Jersey's redistricting commission, which cut one district from the Garden State. The close race to represent parts of Bergen, Hudson and Passaic Counties has become increasingly bitter proxy campaign between President Barack Obama and former President Bill Clinton. A hearing on Pascrell's petition began Monday night.
Rothman's campaign asked Passaic County Elections Superintendent Robert De Mers Jr. on Friday for the impoundment of the voter-by-mail applications, saying potential irregularities existed with the ballots in the county, including in the city of Paterson. Pascrell is a former Paterson mayor and has received strong support from the Passaic County Democratic Party. Rothman's attorney, Kimberly Procopio, wrote that 300 vote-by-mail applications had been rejected and four Rothman mailers to vote-by-mail applicants were returned by the U.S. Postal Service as undeliverable.
Procopio cited a Pascrell campaign office in Paterson advertising vote-by-mail, along with a post on Passaic County Sheriff Richard Berdnik's (D) Facebook page supporting Pascrell. The post, written by Paterson police officer Jeff Heffernan, said, "I've got 125 and counting so far, boss, I think Billy is going to do a lot better than people think."
Procopio argued that county Board of Elections plans to allow examination of names on vote-by-mail ballot envelopes starting at 3 p.m. Monday did not allow enough time to review all the ballots. The names are scheduled to be removed from the envelopes starting Tuesday morning. De Mars ordered impoundment of the ballots on Monday and said no names could be removed from envelopes.
Pascrell's attorneys have asked Superior Court to end the impoundment of ballots. They said Rothman has not sought impoundment of ballots in Bergen or Hudson Counties, where he is perceived to have an advantage. Rothman has represented both counties in Congress and is a former Bergen County surrogate. Pascrell's legal team -- headed by Angelo Genova, one of the top Democratic election attorneys in New Jersey -- argued that De Mars ordered a "drastic" action without evidence. They said he accepted Rothman's ballot estimates and did not force Rothman to produce promised affidavits from those who received vote-by-mail ballots without requesting one.
In letters to De Mars prior to his decision, Genova said an assistant state attorney general had said Passaic County election officials needed to provide proper time for the review of names before they were removed from envelopes. "As set for during our call, the Rothman campaign's request for the counting of ballots is unorthodox, improper and founded upon nothing more than mere speculation," Genova wrote.
As the hearing continued before a judge Monday evening, Pascrell organized a protest in front of the Passaic County Courthouse in Paterson.
The race between the two former friends has become one of the most bitter in recent New Jersey history. Rothman moved to Englewood, where he was mayor in the 1980s, to challenge Pascrell after his home in Fair Lawn was placed in a district with Rep. Scott Garrett (R). The new district is 57 percent of Rothman's former district and 43 percent of Pascrell's. Rothman has claimed that Pascrell is the more conservative of the two, with Pascrell charging that Rothman has misrepresented his record in Congress.
Clinton campaigned on Pascrell's behalf last week, following Pascrell's strong support for Hillary Clinton in the 2008 presidential election. Rothman, the only New Jersey congressman to back Obama in the 2008 primaries, claimed Obama's backing following a White House meeting with the president last week. Obama did not endorse Rothman.
