At least 22 killed in Iraq attacks

RAMADI, Iraq (Reuters) - At least 22 people were killed in attacks across Iraq on Wednesday, police and medics said, after weeks of intensifying violence that threatens all-out sectarian conflict.

Iraq has become increasingly volatile as the civil war in neighboring Syria strains fragile relations between Sunni and Shi'ite Muslims. Tensions are at their highest since U.S. troops pulled out of the country more than a year ago.

In the north of the capital Baghdad, gunmen attacked a police station and occupied it after killing five policemen, medics and police said.

In the western province of Anbar, a suicide bomber detonated his explosives vest in a group of government-backed Sunni "Sahwa" fighters who were collecting their salaries, killing six in a town east of the city of Falluja, police sources said.

"I was there to get my monthly salary as usual, and there was no security measures because the situation was normal ... a person drove his car among us, and suddenly the explosion happened," said Sahwa fighter Rasheed Muslih.

"When I opened my eyes, there was nothing but smoke and several of my colleagues were killed and the others wounded."

The "Sahwa" (awakening) councils, or the Sons of Iraq as they came to be known, have come under increasing attack from Sunni militants who despise them as allies of Shi'ite Prime Minister Nuri al-Maliki.

Sunnis have been protesting since December against Maliki, whom they accuse of marginalizing their minority sect and monopolizing power since U.S.-led troops toppled Saddam Hussein in 2003.

Government concessions had begun to take the edge off but when security forces raided a protest camp in the town of Hawija on April 23 and more than 40 people were killed, clashes spread to other Sunni areas.

In Baiji, 180 km (112 miles) north of Baghdad, police said a roadside bomb killed four policemen. A car bomb in a Shi'ite district in northeastern Baghdad killed at least three people, police and hospital sources said. Another car bomb north of the city of Ramadi killed two policemen and wounded another 10.

Iraq is home to a number of Sunni Islamist insurgent groups including a local al Qaeda affiliate that has launched frequent attacks to undermine the Shi'ite-led government and provoke wider confrontation.

Violence is still well below its height in 2006-07, but provisional figures from rights group Iraq Body Count put violent deaths in April at more than 400 - the highest monthly toll since 2009. About 1,500 people have been killed this year.

In the northern city of Mosul, unidentified gunmen shot a prominent tribal leader in a market and an electoral candidate was also assassinated in a separate incident, police said.

KURDS END BOYCOTT

Iraq's power-sharing government has been all but paralyzed by disagreements between Sunnis, Shi'ites and ethnic Kurds, who run their own administration in the north of the country.

Kurdish ministers, who have boycotted government since March when parliament passed the 2013 budget without their consensus, said on Wednesday they would return to Baghdad, easing deadlock between the central government and the autonomous region.

A Kurdish delegation visited Baghdad earlier this week to address an ongoing row over land and oil, but there was no apparent breakthrough on that front.

Kurdistan, which has signed deals on its own terms with international oil firms, says it is owed more than 4 trillion Iraqi dinars ($3.5 billion). Baghdad rejects those contracts and has alloted the region a much smaller sum in the budget.

Why slower growth is good for China but bad for India

After years of double-digit GDP growth, China grew at less than 8% in the first quarter. And after 8% growth in the 2000s, India is growing at just a pitiful 5% today ? way too slow for an emerging economy at its wealth level. Have these Asian tigers been tamed? Have they been ensnared by the middle-income trap??Well, despite some superficial similarities, their slowdowns are different breeds of cat.

The downshift may actually good news for China. For years, economists have speculated when Beijing would shift from an unsustainable export- and investment-led growth model to one where domestic consumption was primary. Economist Martin Feldstein sees?President Xi Jinping?s?economic appointments, particularly that of Lou Jiwei as finance minister, as demonstrating ?the new Chinese leadership?s emphasis on pro-market reforms and a shift from heavy industry to greater reliance on consumption and services.?

Now that shift will mean slower GDP growth, which is one reason Beijing has resisted for so long. Superfast economic growth was thought necessary to create the millions of jobs needed ever year to raise incomes and reduce poverty. But economist Stephen Roach argues a consumption model will do just fine in that area, despite the slowdown.

A rebalanced China can grow more slowly for one simple reason: By drawing increased support from services-led consumer demand, China?s new model will embrace a more labor-intensive growth recipe. The numbers seem to bear that out. China?s services sector requires about 35% more jobs per unit of GDP than do manufacturing and construction ? the primary drivers of the old model.

That number has potentially huge implications, because it means that China could grow at an annual rate in the 7-8% range and still achieve its objectives with respect to employment and poverty reduction.

As China moves up the value chain, companies such as Foxconn increasingly replace workers with machines. That?s great for productivity, less so for near-term employment. Not only are services more labor intensive, Roach adds, but they leave ?smaller resource and carbon footprints.?

It?s a different story with India. The nation?s ?existing economic institutions could not cope with strong growth, its political checks and balances started kicking in to prevent further damage, and growth slowed,? explains economist?Raghuram Rajan, the chief economic adviser in India?s finance ministry. Shorter: India?s usual problems of too much regulation and bureaucracy. Well, that and too little investment. So the recipe for the India is opposite that of China. Rajan:

To revive growth in the short run, India must improve supply, which means shifting from consumption to investment. ? ?Over the medium term, it must take an axe to the thicket of unwieldy regulations that make businesses so dependent on an agile and cooperative bureaucracy.?One example of a new institution is the Cabinet Committee on Investment, which has been created to facilitate the completion of large projects. ?? Enormous new projects are in the works to sustain this growth. For example, the planned Delhi-Mumbai Industrial Corridor, a project with Japanese collaboration entailing more than $90 billion in investment, will link Delhi to Mumbai?s ports, covering an overall length of 1,483 kilometers (921 miles) and passing through six states. The project includes nine large industrial zones, high-speed freight lines, three ports, six airports, a six-lane expressway, and a 4,000-megawatt power plant. ??If all goes well, India?s economy should recover and return to its recent 8% average in the next couple of years.

Adults lack stem cells for making new eggs

Apr. 29, 2013 ? Mammalian females ovulate periodically over their reproductive lifetimes, placing significant demands on their ovaries for egg production. Whether mammals generate new eggs in adulthood using stem cells has been a source of scientific controversy. If true, these "germ-line stem cells" might allow novel treatments for infertility and other diseases. However, new research from Carnegie's Lei Lei and Allan Spradling demonstrates that adult mice do not use stem cells to produce new eggs.

Their work is published by the Proceedings of the National Academy of Sciences the week of April 29.

Before birth, mouse and human ovaries contain an abundant supply of germ cells, some of which will develop into the eggs that will ultimately be released from follicles during ovulation. Around the time of birth these germ cells have formed a large reserve of primordial follicles -- each containing a single immature egg. Evidence of new follicle production is absent after birth, so it has long been believed that the supply of follicles is fixed at birth and eventually runs out, leading to menopause.

During the last decade, some researchers have claimed that primordial follicles in adult mouse ovaries turn over and that females use adult germ-line stem cells to constantly resupply the follicle pool and sustain ovulation. These claims were based on subjective observations of ovarian tissue and on the behavior of extremely rare ovarian cells following extensive growth in tissue culture, a procedure that is capable of "reprogramming" cells.

Lei and Spradling used a technique that allows individual cells and their progeny within a living animal to be followed over time by marking the cells with a new gene. This general approach, known as lineage-tracing, has been a mainstay of classical developmental biology research and has greatly clarified knowledge of tissue stem cells during the last decade.

Their research showed that primordial follicles are highly stable, and that germ-line stem cell activity cannot be detected, even in response to the death of half the existing follicles. The research placed a stringent upper limit on the stem cell activity that could exist in the mouse ovary and escape detection--one stem cell division every two weeks, which is an insignificant level.

What about the rare stem-like cells generated in cultures of ovarian cells? According to Spradling, these cells "likely arise by dedifferentiation in culture," and "the same safety and reliability concerns would apply as to any laboratory-generated cell type that lacks a normal counterpart" in the body.

CULTURAL UNDERSTANDING IS LACKING IN BOSTON STORY

WASHINGTON -- The first time I met the legendary Sam Jameson we had tea in Tokyo in 1979. He told me with unwavering assurance why he was dedicating his life and talents to Japan.

This tall, stolid Yankee with the open Midwestern smile had arrived in the island nation with the U.S. Army in 1960, when World War II had still not really ended. Parts of Japanese cities were still in ruins and mentalities were still mired in confusion. Gen. Douglas MacArthur, the brilliant American substitute for the emperor after the war, had gone home, but the future had not yet arrived.

"I decided I would stay as a correspondent," Sam told me that day. "I wanted to see if two people who had been at war could be friends again."

Those words stayed with me, as from afar I watched Sam go from writing for Pacific Stars & Stripes to the Chicago Tribune and, finally, to a quarter-century as the Los Angeles Times' bureau chief in Tokyo. His first "trick" was to learn perfectly fluent and nuanced Japanese, itself a tremendous accomplishment.

While other correspondents flocked to the "new Japan" and did their jobs well, Sam stood alone in his talents. Whenever his friends from home visited, he took us to his favorite piano bars, and at a certain time, the big Yank got up and sang in perfect Japanese, and the crowd went wild.

Another evening we were having dinner at The Foreign Correspondents' Club in Tokyo, and I began complaining that I had been unable to get an interview with Prime Minister Yasuhiro Nakasone, already an international leader of considerable note. Sam picked up the phone on the table, dialed Nakasone's private number, spoke a moment in Japanese and hung up.

"Shall we go over there now?" Sam asked, with that wonderful smile hovering on impishness. And that very night, I had an excellent interview with the notably evasive Nakasone.

As Bob Gibson, the L.A. Times foreign editor who worked with Sam, noted this week, "Whereas other reporters often use Western diplomats as sources, Western diplomats in Japan used Sam as a source."

Unfortunately, Gibson was speaking for Sam's obituaries after Sam died at 76 on April 19 of a stroke -- in Tokyo, naturally -- after half a century's work and dedication not only to a profession, but to an idea.

It may seem that I am simply reminiscing here, about someone I greatly admired professionally and had deep affection for personally, but it is more than that. In a time when we have more need in understanding the Chechens, the Afghans, the Sunnis and the Shiites, the Syrians and the Iraqis, and the Malians and the Mauritanians, I am trying to throw much-needed light on how understanding between peoples is best accomplished.

When those two nitwit Tsarnaev boys committed mass murder in Boston, people asked, "Chechen? Chechnya? Maybe, Czech?" And all most writers could come up with was the rather obvious information that Chechnya was a small Muslim tribal area in the Caucasus, and that the Tsarnaev family had come out of Chechnya's wars with the Russians.

This week I found the best analysis to be from Russian writer Konstantin Kazenin, who wrote in Moscow that the Tsarnaev family were not among the Chechen exiles after the wars as expected, but part of a different tragedy.

Instead, this family, which ended up in a unique and unusual diaspora in Boston, is "an example of a Caucasus family which existed in the last Soviet and post-Soviet decades without communal supports and in a vacuum of new unfriendly spaces in which it was necessary to find a way to survive without having any accustomed support," according to Kazenin.

In short, they were not villagers, with a village to support them. They were not city dwellers who fought off the Russians together. They were part of the groups written about by the great writer Alexander Solzhenitsyn in "The Gulag Archipelago" -- effectively atomized individuals and individual families, lost without any support except themselves.

To me, this means that the brothers could be at least as much against America as against Russia: to the Tsarnaevs, both countries are equally huge, impersonal entities in which they are lost and afraid; both are enemies undeserving of pity.

Another excellent analyst of the Chechens, Almut Rochowanski, coordinator of the Chechnya Advocacy Network, also writes brilliantly about the Chechens' "exaggerated masculinity, the way a 'real man,' a 'real Chechen,' has to conduct himself, and the treatment he is entitled to expect from others."

The Chechen boy in a world like America brings with him the idea that "he should get respect from everyone and tolerate no slights; he should control 'his' women or else lose his honor." And if he doesn't, he strikes out against the society that ignores him.

In Japan after World War II, Douglas MacArthur relied on total victory, but also upon cultural wisdom about Japan from American anthropologists he hired, such as the great Ruth Benedict. In Vietnam, Cambodia, Somalia, Iraq and Afghanistan, our forces instead treated locals as if they were poor copies of ourselves. We know the tragic outcomes.

Now, as we try to figure out the "whys" of Chechen and other terrorists -- and as more and more talk is given to "getting into Syria" -- it is time that we dig deeper, as my dear friend Sam and even MacArthur so surprisingly did.
